Type -TOOLBAR
A hyphen (-) prefix for some  commands causes the command line  version to execute.
Enter toolbar name or [ALL]: STANDARD
Enter an option [Show/Hide/Left/Right/Top/Bottom/Float] <Show>: SHOW
